Key Deliverables:

 

HSE

 

·Ensure effective implementation and adherence to all Engie HSE policy / protocols / requirements at Site.

·Play a lead role in contractor management (mobilization / monitoring) HSE activities by ensuring the compliance to applicable legal requirement by contractor (verification of applicable documents), training on quality & HSE aspects, verification of compliance as per WO & HSE terms & conditions.

 

·Monitor the work execution as per HIRA, AIA, SOPs, WI's, safety guidelines, etc. and take necessary steps / actions to avoid the recurrence by team.

 

·Implementation HSE with the guidance of HSE- Head office.

 

·Plan &organize and coordinate safety programs, application of engineering principles and technology to prevent or correct unsafe safety &

environmental working conditions.

 

·Ensure all applicable HSE statutory and other compliance related to site.

 

·All HSE related site inspections like- O&M work, Lifting tools & tackles inspection, PPE Inspection, Electrical tools inspection, PTW, documentation, etc.

 

·Coordinate safety meetings at sites, record MoM, ensure timely closure of actionable & reporting to HO- QHSE.

 

·Effective implementation of basic Safety like PTW, Toolbox Talk, LOTO, LMRA, Vendor's compliance, etc.

 

·Ensure strict HSE compliance by self and others at site & Adherence to systems and processes.

 

·Conduct Site HSE audits, prepare & release reports, follow up on NCRs / improvement areas and ensure closure.

 

·Visits to other sites (OMS) for HSE audit and submit report against the same as directed by HO- QHSE.

 

.Lead the various trainings and mock drills for all site team.            

 

· Conduct 5 ‘S’ audit for Guest House, CMS and canteen, etc.

 

·Record & reporting all HSSE indicators to HO- QHSE. Daily / Weekly / Monthly reporting.

 

·Play a vital role during any emergency, RCA, incident investigation and reporting as & when required.

 

·Ensure adherence to site protocol and discipline.

 

·Interface with the clients for resolution of their queries related to HSE at site level.        

 

·Appoint HSE Wardens to facilitate implementation of HSE and train them appropriately.

 

·Take necessary steps to inculcate a culture of Safety & awareness across sites.

 

IMS (OHSAS, EMS)

 

·Implementation of IMS system at sites and monitor the compliance of the same.                            

 

·Conduct site safety audits for Health, Safety & Environment compliances as per ISO 14001, ISO 45001.                   

 

·To ensure recording of all near misses and accidents.                     

 

·Reporting of IMS status to HO-HSE time to time.

Purpose of the Job:

 

Set up and animate the Construction Management System in accordance with company policy. Management of complete Construction on site and ensure incident free construction / operations on site, timely completion and ensuring quality at all levels in the project.

 

Reporting lines

This position reports to Head - Construction Projects / COO for all day to day activities pertaining to specific site/s. 

 

Key Accountabilities

 

Overall responsibility for successfully delivering Solar PV/Wind/Hybrid projects to include all Field Engineering, Local Procurement, Construction, Commissioning phases and Handover of the Project.

 

Provide timely and accurate project performance on site and status reporting.

 

Enforce compliance with all contractual requirements.

 

Enforce compliance with all Federal, State and Local codes, regulations and requirements;

 

Responsible for the application and enforcement on site of the Health, Safety and Environmental policy.

 

Accountable for the operational implementation of Quality requirements (setup and enforcement of QAP, NCR management) as well as enforcement of the Project Quality Control Plan during execution.

 

Manage any local issues arising on site, manage all stakeholders in such a way that the site functioning is not affected and company’s reputation is not affected.

 

Completion of the site in all respects and handing over to O&M.

 

Overall site management.

 

Detailed responsibilities

 

Perform preliminary site survey, on site data collection, evaluation of occupation plan and preliminary identification of potential issues to be considered during the construction (site access, climatic conditions, construction authorizations, etc.).

 

Co-ordinate with EPC Project Manager for all matters pertaining to the site under execution.

 

Assist in the negotiations and review of all suppliers and subcontractors contractual and technical obligations with the support of the procurement team.

 

Prepare the Site Execution planning.

 

Identify and Manage risks and opportunities.

 

Prepare and apply for the construction authorizations (administrative declarations, road access authorizations, etc.

 

Define the project organization in line with the Project Execution / Quality Assurance Plan and participate in the selection of key personnel.

 

Construction management and decide how the site construction activities will be managed and controlled.

 

Manage all local issues in a safe manner while maintaining the reputation of the company.

 

Establish a site construction office, coordinate communication with subcontractor’s representatives on site, manage any site supervising resources, either internal or through engineering firms; Warrant QHSE follow-up including NCR / REX / OFI management and corresponding reporting to HQ QHSE department as well as Quality recording.

 

Perform all management documents as requested and mainly monthly review and structured detailed reporting on project status, progress and trends to the Project Company.

 

Direct, monitor and control of all the site activities to ensure compliance with project schedules, initial budget and actualized forecasts, approve progress situations and invoices according with the payment terms set out in relevant sub-contracts.

 

Control the cost report.

 

Control of the bill of materials on site.

 

Daily/Weekly/Monthly EPC Construction Progress Report.

 

Ensure Project documentation in Sharepoint and / or in other Project Datarooms as required.

 

Contribute, on demand of the EPC Project Manager, to answer the requests of any design/engineering advisors engaged by the Project Company with respect to the construction and operation of the projects.

 

Contribute for the fulfilment of  the lenders’ technical advisors requirements (Q&A, site inspections, approval of EPC instalments milestones, etc.), and prepare all technical and EPC related inputs as required from time to time by the EPC Project Manager and/or the lenders, their advisers, the off-taker and  the grid operator.

 

Alert the management of any deviation.

 

Enforce execution of the Overall Quality Control Plan (including SAT, Pre-Commissioning and Commissioning activities) until COD of the Project, and share progress with the Quality Control department.

 

Coordinate the pre-commissioning and commissioning of the asset with the various Equipment suppliers, contractors and Grid Operators to the satisfaction of Lenders and Equity Technical advisors and as per minimum guaranteed performance level in the contract, with the involvement of the Quality Control department.

 

Ensure all material reconciliation

 

Getting all As-built drawings prepared from the relevant people

 

Manage all site claims by contractors, Insurance, etc.

 

Handover of the completed site to O&M department.

 

Preparation and sharing of the REX for the project.

2. BACKGROUND

The position is key to support ENGIE’s businesses within South Africa, in the context of existing key businesses and strong growth ambitions. ENGIE is involved in the development and operation of renewable assets (onshore wind, solar PV, and concentrated solar power), and flexibility assets (OCGTs, Renewable Hydrogen and Battery Energy Storage).

 

 

3. KEY RESPONSIBILITIES

 

ENGIE’s presence in South Africa is already strong and is set to grow. To grow the business means that the company needs a strong government relations manager to steer and navigate an integrated stakeholder approach aligned to the business focus, delivery and ambitions.

 

The purpose of the Regulatory and Public Affairs Manager role is to develop and lead the integrated strategic approach of government relations for ENGIE South Africa. This position aims to (1) understand key business stakes, then establish and represent the company’s position, as well as (2) monitor and explain relevant regulatory matters within the company (businesses in South Africa and corporate). To succeed, the incumbent will affect collaboration with relevant authorities in the South Africa to review and help frame policy decisions, navigate regulatory frameworks, and foster strong relationships with key stakeholders. The person in the role will also liaise and coordinate with a network of experts within the Group, in particular the Public Affairs Department, which reports to the Group General Secretary. He or she will be involved in existing networks for exchanges between the heads of public and regulatory affairs in the Group's various geographies. The role will comply with all applicable laws and ENGIE’s Ethical rules and policies.

 

Government and Regulatory Body Engagement:

  • Cultivate and maintain positive working relationships with government agencies, policymakers, and regulatory bodies at various levels to investigate, understand and help frame policy formulation, and encourage regulatory environments that accelerate the energy transition towards a carbon neutral economy.
  • Represent ENGIE South Africa in industry forums, advocating for ENGIE’s businesses across South Africa.

Policy Analysis and Stakeholder Insights:

  • Monitor, analyze, and interpret legislative changes, regulatory trends, and policy developments affecting ENGIE’s businesses.
  • Provide strategic insights and recommendations to senior management based on in-depth policy analysis, anticipating potential impacts on business operations. Prepare position papers on key topics.

Government Relations and Advocacy:

  • Interpret national policy changes and developments to inform business strategy.
  • Develop and execute a comprehensive government affairs strategy to enhance ENGIE’s reputation and visibility in the energy transition space, linked to the group and country strategy.
  • Communicate and advocate for the ENGIE strategy in South Africa.

Cross-functional Collaboration:

ESG Collaboration and Support:

3. JOB PURPOSE

ENGIE Southern African is seeking a Biodiversity Monitor for the Golden Valley Wind Farm near Bedford in the Eastern Cape Province. In efforts to ensure conservation of avifaunal life, the Golden Valley Wind Farm implements Shutdown on Demand (SDoD), as a mitigation measure to curb priority bird fatalities. The primary responsibility of this position is to conduct operational avifaunal monitoring, with a focus on birds and bats. The successful candidate will be expected to implement the SDoD Protocol, which is the cornerstone of the position’s requirement. The program is inclusive of bird and bat monitoring, carcass searches, searcher efficiency trials and carcass persistence trials, while adhering to standardized protocols as trained, and being part of a small field crew and keeping detailed datasheets. As such, the candidate will undergo extensive training on SDoD and Bird Identification, and will be regularly monitored on their competency on these.

 

3. KEY RESPONSIBILITIES

 

  • Assist with environmental monitoring scope of work at Golden Valley Wind Farm. 
  • Conduct bird and bat monitoring. 
  • Conduct surveys on foot in potentially adverse weather conditions and record data. 
  • Conduct visual surveys of bird flight activity and advise/alert a control room when specific bird species approach too close to wind turbines in accordance with a specific protocol. 
  • Search for dead or injured birds and bats on foot in amongst vegetation under wind turbines. 
  • Conduct bird observations for extended periods of time (up to 40 hours per week) to record behaviour and flight patterns. 
  • Operate a camera and Global Positioning System (GPS) and record details of carcasses found, and observations made. 
  • Follow instructions from the Supervisor and collect precise and thorough data. 
  • Prepared to work in shifts that will result in working over the weekend when required. 

 

 

5. EXPERIENCE AND SKILLS

  • Diploma in nature conservation will be an advantage. 
  • Matric Certificate/Grade 12.
  • Computer literate (especially MS Word and Excel), ability to work with electronic data collection protocols and data submission timing requirements; 
  • A valid driver’s license, with at least 2 years driving experience. 
  • Candidates who have previous field experience with birds and/or bats monitoring will be preferred. 
  • Ability to identify local bird and/or bat species. 
  • Firefighting Certificate; 
  • First-Aid Certificate; 
  • Experience in the use of the camera, binoculars, topographic maps, GPS units, and other field equipment.

The successful incumbent will have solid experience in the development of renewable power generation assets, including Wind, Solar and BESS assets.  You will have sound influencing and effective communication skills and can balance multiple internal and external stakeholders to drive outcomes.  You have gained excellent project management skills, preferably in a matrix management environment and can steer change and work within a changing environment.  

 

This role and the development projects will have functional support through Engie’s multi-disciplinary engineering team, commercial & procurement team, legal team, corporate affairs, as well as a strong community & stakeholder team.

KEY RESPONSIBILITIES

The development of utility-scale energy projects and subsequent participation in government and corporate tenders in Engie Southern Africa is led by a Business Development Department and supported by the Engineering Department. The general role of a Technical Project Lead (TPL) is to:

  • Define and Lead the technical aspects of projects in Pre-Development (Feasibility), Development (Bid/Tender) and Final Development Stage (Financial Close) stage, including interfacing with internal stakeholders, engineering consultants, technology providers, suppliers and contractors with the aim of:
    • maturing technical solutions through each phase
    • improving bid competitiveness
    • and ensuring technical governance and sustainability criteria are respected (quality, health & safety, efficiency, environmental compliance) for the construction, operation and maintenance of the asset. 
  • Be responsible for choice of technologies, technical configuration and for setting relevant performance, statutory, safety and quality requirements.
  • Be responsible for the prescription, procurement specification, adjudication and management of technical services and products.
  • Be responsible for drafting and negotiating owner techno-commercial specifications, including the incorporation of the latest group experience and technical guidelines.
  • Be in charge of all technical-related agreements during the development phase, including documentation drafting and contractual negotiation (e.g. EPC, PPA, OMA, LTSA, OE, LTA, IE etc).
  • Define procurement strategies and construction strategies in collaboration with the Business Development Department, Procurement Department and Construction Department.
  • Prepare Capex and Opex costs including market consultation and integrating feedback from Group assets and Group specialists.
  • Prepare the Operations phase philosophy and technical related documents (OM organization chart, O&M references, O&M Philosophy, etc.).
  • Assess and evaluate technical risks and advise and/or draft professional reports during the various stages of the project approval process.
  • Perform technology watch and share knowledge within the Engineering team.
  • Hand-over technical aspects and documents to the Project and Operations companies, and Provide ad-hoc support and advisory to operational assets and construction projects.

Education

  • Engineering Qualification: BSc, BEng or BTech

Core Experience & Skills

  • A minimum of 8 years of experience in the power generation sector, specifically able to demonstrate experience and engineering expertise in Solar PV technology, including :
    • Ability to scope conceptual layouts/configurations, and conduct preliminary solar resource and yield assessments on PVsyst software
    • Ability to specify and review designs and applicable standards
    • Ability to specify equipment and plant performance requirements including modules, inverters, SCADA, mounting structures.
  • A good understanding of the techno-economic life cycle and risk profile of a power project and knowledge in financial indicators for project follow-up
  • A reasonable understanding of power plant development, the IPP model and the associated Project Finance technical requirements and interfaces.
  • Experience in scoping the technical works, reviewing & evaluating technical proposals, setting & assessing the performance of the works, and providing lifecycle advisory, guidance and recommendations.
  • Experience in leading and project/contract managing technical workstreams and internal/external stakeholders to drive the overall project objectives. 
  • Experience in translating technical requirements into commercial & contractual concepts in collaboration with the BD, Legal and Finance teams.

Advantageous Experience & Skills

  • Experience across multiple power generation technologies
  • Experience across multiple project phases (development, construction, commissioning, operations. decommissioning)
  • Experience with various project types and structures (greenfield, brownfield, acquisitions, divestments, project finance, equity finance, government and corporate PPAs).
