Engie AMEA Flexible Generation & Supply is engaging in the retrofit of one of its operating power and desalination asset in the UAE. The site is located about 250 km West of Abu Dhabi. The Project will consist of the conversion of the asset into an Open Cycle Power Plant in view of a new Power Purchase Agreement of 15 years. The Project works will be carried-out by multiple Contractors and the plant Operator. The plant will provide flexible reserve capacity, as required in support of the country’s move towards zero carbon emissions. The Project is expected to achieve financial by end 2024 and reach commercial operations by June 2026.

 

In agreement with its partners, ENGIE will appoint the Construction Director to the Project. The Construction Director will report to the Project Company’s Executive Managing Director and will manage the Project through its construction until reaching commercial operations. The Construction Director will be responsible and accountable for all aspects and stages of the construction of the plant, placing health and safety as top priority. The Construction Director will be based permanently at Site. After Project is completed, ENGIE will assign the Construction Director to another mission to be agreed upon.

 

Purpose of the Job

The Construction Director is responsible for:

  • Delivering the Project, on time, on cost, to the required standards of health safety, environment and quality, to achieve the acceptance tests and deliver reliable operation.
  • Monitoring, coordinating, reporting of the Contractors’ activities at site and during the design review stage with a view to defend the best interest of the Project Company.
  • Directing the Project Company’s construction teams and the Owner’s Engineer team at site.
  • Coordinate the Contractors’ construction activities with the plant Operator and supervise the Operator’s Project related decommissioning, plant modification and rehabilitation works.
  • Ensuring a smooth and timely completion of all interface activities/information exchanges with the Project’s stakeholders (in particular, but not limited to water supply and electrical grid).

 

Reporting

As an ENGIE employee, the Construction Director will report to the UAE Asset Manager.

As secondee to the Project, the Construction Director will report to the Executive Managing Director of the Project Company (Owner).

 

Key Accountabilities

  • Leads from the Owner’s side the plant construction activities with the assistance of the Owner’s staff, the Owner’s Engineer and the Operator to ensure that Project is performed properly in terms of quality, schedule, and budget in line with the Construction Contracts and without lost time accidents, severe injuries and/or fatalities.
  • Will ensure Engie HSSE standards and Guidelines are applied and strictly followed. The Construction Director is accountable for HSSE results of the Project.
  • Monitors the Project works at site and liaises with and coordinates the efforts of the Owner’s Engineer, the Contractors, the Operator, the local authorities and the interface parties.
  • Makes sure that the Project will follow the Good Engineering and Constructions Practices, and the best practices for Project Management according to the Project Management Institute guidelines as set up by the ENGIE’s group guidelines by the Industrial Project Oversight & Support team.
  • Timely reports technical variances to the Executive Managing Director and proposes jointly with the Owner’s Engineer mitigation or alternative solutions.
  • Make sure that agreed corrective actions to mitigate the effects of variances are planned and carried out.
  • Will monitor and keep updated when needed the overall schedule of the Project, integrating the Contractors and Operator schedules with the schedule of permits, authorizations, and other contractual obligations and other .
  • Will lead technical meetings with the Contractors and the Operator, water supplier, power off-taker, Environmental and Regulatory Authorities.
  • Will coordinate with the Operator and the Contractors the decommissioning and commissioning activities in relation to the Project.
  • Will prepare with Owner Engineer the Acceptance Test procedure, integrating the Contractors and Operator input; Will coordinate with the Contractors and Operator  the performance of Acceptance Test and issue the notifications and reports as required under Power Purchase Agreement.
  • Will lead design review meeting session and take technical decisions with the support of the Owner’s Engineer.
  • Works with the Project Company’s Health and Safety Officer, to ensure that the Contractors and the Operator implements health and safety and environmental measures on site in accordance with the respective contracts.
  • Under the supervision of the Executive Managing Director, manage the Project contractual/commercial issues and claims.
  • Will analyse request for Change Order received from the Contractors and give recommendations to Executive Managing Director in that regard.
  • Will handle technical issues which may occur during the Project execution with the support of the Owner’s Engineer.
  • Will supervise the Owner’s Project team and and Owner’s Engineer team and assess their performance.
  • Will interact with the Lenders Engineer, Construction and Operational Insurance advisers.
  • Will issue Project Weekly Progress Report, Monthly Progress Report and Quarterly Report for the Project Company.
  • Will manage all daily interfaces between the Plant and the relevant stakeholders (Off-taker, Load Dispatch Centre, local authorities, fire brigade, power supplier, Environmental Authorities as applicable).
  • Will host various visitors at the site (Shareholders, Authorities, etc.).
  • Shall work in close collaboration with the Executive Managing Director of the Project Company, ENGIE UAE Asset Manager and with all key members of the technical and operating support teams of shareholders.
  • Regular reporting to Shareholders for construction follow up, steering or technical committees, ensuring interfaces with relevant shareholders’ internal stakeholders.
  • Will be familiar with construction contracts and contract management.
  • Will assist the Executive Managing Director in writing the contractual letters towards the Contractors, the Off-taker and other relevant parties (ie. in relation to interfaces).
  • Will identify/anticipate deliverables to be given to Off-taker, environmental authorities, and power supplier in due course.
  • Will coordinate smooth progress of the commissioning with the Off-taker and Load Dispatch Centre.
  • With the support of Operator, will manage the power, water and consumable consumption during the Project execution.

 

Degree / Experience     

  • University degree in Civil, Mechanical or Electrical Engineering.
  • Minimum 10 years international experience of construction and site work in power generation projects.
  • Would have preferably worked as a Contractor in a senior Project management/site position.
  • A PMP® certificate is a plus.
  • Would preferably hold recognized H&S qualification (NEBOSH general certificate or similar).
  • Experience in the Middle East is a plus.
  • Proven experience leading complex construction activities on a challenging HSSE environment.

  • Strong Contract management skills with experience in EPC and multi-contract

  • Comfortable with contractual terms of IWP/IPP/IWPP Project documents and able to enforce those contractual terms towards the Contractors.

  • Ability to coordinate and direct and influence others. He should show capability of leadership.

  • Good knowledge of appropriate Gas Turbine technology is a plus

Area of Responsibility

Field Operator

Position Summary:

The Field Operator will be responsible for the local operations of the plant to ensure it meets the required availability, reliability, efficiency, generation and cost targets, safely and within strict environmental limits. This will include regular equipment start-ups, shutdowns, changeovers and regular operation/ monitoring, as well as responding to alarms and emergency conditions. The role requires a detailed understanding and practical experience of the technologies associated to operating a modern Gas Turbine Plant, Desalination plant and wide range of auxiliary equipment.

 


Functions/ Task:        

Safety, Quality & Environment

  1. Responsible to ensure compliance of IMS. Perform all operational activities in line with the safety management system and environment management system.
  2. Responsible to perform the assigned duties and other duties in-line with implementation of safety rules.
  3.  Provide monitoring for the ongoing maintenance jobs on assigned areas.
  4. Reporting of unsafe conditions and behaviors.

Plant Operations

  1. Conducts routine plant checks i.e. plant round ups and completion of log sheets.
  2. Perform operational actions under direction from the CRO (i.e. Valve operations, switching on/ off pumps or resetting the local alarms etc) to avoid any abnormal plant operations or to correct existing abnormalities.
  3. Prepare plant for start ups in accordance with approved operations procedure.
  4. Performs plant shut down and extended shut down preservation of plant routines in accordance with approved operations procedure. Performa manual intervention actions during trip conditions and maintain close supervision to ensure and maintains close supervision to ensure safe run down of plant.
  5. Practical application of safety rules performing safe plant isolations from the system to allow routine maintenance activities. De-isolates and restores plant equipment safely to the system.
  6. Perform routine maintenance activity on the plant such as lube oil top-up, filter replacement and other operational activities.
  7. Support CRO during emergency situation.
  8. Carry out the sample analysis of the plant process steam water cycle in cases where chemist is not on-site and on Demin water, distillate, portable water and other samples.
  9. Monitor and evaluates performance of various plant system and equipment.
  10.  Responsible for maintaining safety and housekeeping of the plant.
  11. Initiates routine operational activities.
  12. Complete the field operator’ skill matrix and work as acting CRO and take complete charge of power and desal blocks as CRO.

Maintenance Activities

  1. Perform lube oil top up as required on plant equipment.
  2. Perform routine site inspections on routine basis to regular update plant equipment status.
  3. Carry out dewatering routine in specified areas of the plant as required.

Management of Plant Chemicals:

Maintaining Water Quality

  1. To ensure the export quality of potable water to meet with WHO guidelines and potable water quality standard set in Agreement.

Electrical Technician

Position Summary:

The role requires a detailed understanding and practical experience of Electrical maintenance activities related to modern combined cycle gas turbine plant, desalination plant and a wide range of auxiliary plant equipment.               

The Job Holder will work closely with other Electrical Technicians to ensure Plant Routines are carried out efficiently and to high quality standards;

Technical            

  • Responsible to ensure compliance of IMS.
  • Practical experience of maintaining instrumentation and control equipment gained through hands on experience and formal training.
  • Organizing spares, tools and equipment to carry out maintenance activities
  • Carry out maintenance activities on a range of major Electrical systems in accordance with OEM Manuals for the equipment.
  • Performs troubleshooting activities as necessary to determine failure conditions and rectifies the defects found.
  • Works with Plant Operations Personnel for resolving problems encountered with control equipment under the guidance of the ELECTRICAL Foreman/Engineer.
  • Ability to carry out duties with minimum supervision
  • Practical knowledge of plant isolations from system
  • Knowledge of health & safety and safe working practices
  • Ensures a safe working environment for himself and his colleagues while working on any equipment
  • Computer literacy
  • Good command of English Language
