2.  KEY RESPONSIBILITIES

  • Developing, reviewing, updating, modifying, and approving all maintenance strategies for all electrical equipment on assigned sites in accordance with OEM and industrial standards.
  • Lead and assist in Root Cause Analyses of plant component failures, environmental and compliance related items and operational events.
  • Conduct project management and technical oversight of both small and large Capital projects. Coordinate and execute betterment capital and O&M projects, interface with plant production and maintenance, project personnel, and other stake holders.
  • Provide project and maintenance troubleshooting of equipment to address issues in a timely manner.
  • Provide oversight of engineering activities of external firms, including development of work scopes, and solicitation and evaluation of proposals, project planning and controls, review of deliverables, installation support, and start-up assistance.
  • Assist plant on KPI (Key Performance Indicators) criteria/ Improve plant processes, support plant personnel in establishing action plans to close gaps, and track action plan progress through completion.
  • Provide technical consultation to site based employees as and when required.
  • Establishing relationships with clients, vendors, suppliers, other professionals, and expanding networks
  • Provide engineering support for plant modifications and ensure plant modification process is followed on all projects.
  • Ensure adherence to all project agreements and contracts including, but not limited to, O&M agreement, PPA, LTMC, Transmission agreement, South African Grid Code.
  • Development of electrical design standards for use in projects.
  • Perform complex electrical engineering design, calculations and analyses when required.
  • Conduct audits, inspections, factory acceptance testing, site acceptance testing when required. Performs on-site commissioning activities when required.
  • Adherence to Quality, Health, Safety and Environmental policies and standards
  • Maintaining high standards of management, ethics and leadership
  • Establish and facilitate training programs for individual development and operational competence
  • Conducts risk analyses / risk assessments when required.
  • Fulfil GMR2.1 responsibilities in assigned sites.

 

3.  MODUS OPERANDI:

  • The Job Holder works as Senior Electrical Engineer in the Engineering department of the Company and has a direct report to the Engineering Manager and functional report to the Plant Managers at sites that the job holder is fulfilling GMR2.1 responsibilities.

6.  QUALIFICATIONS, EXPERIENCE AND SKILLS:

Essential Qualifications:

  • An accredited Electrical Engineering Degree
  • Government Certificate of Competency (GCC)
  • Registration as Professional Engineer an added advantage
  • Demonstrated competence at engineering level supported by relevant education and training

Experience:

  • At least 10-15 years’ experience in the maintenance of a large power plant, 5 of which should preferably be in the capacity of Electrical Engineer

2.  JOB PURPOSE:

  • To supervise and manage the HSE Department to ensure that HSE targets are achieved safely, commercially and within the strict Environmental and Contractual Limits.

3.  KEY ACCOUNTABILITIES:

  • Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.
  • The project is a Greenfield IPP with a 20 year PPA with single off-taker (SEC) on BOO basis.
  • The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;

2.  JOB PURPOSE:

  • To apply specialist I&C expertise for the efficient working of the I&C Department at PP11 Power Plant;

 

  • To ensure Plant I&C equipment is maintained as per procedures documented in the Maintenance Management System (SAP) as per instructions of the I&C Engineer(s);

 

  • To assist the I&C Engineer in ensuring that all I&C equipment are well maintained and all notifications of planned and unplanned work are completed on time.

 

3.  KEY ACCOUNTABILITIES:

PERFORMANCE INDICATORS

Description

 

Safety at Work

  • Ensures a safe working environment for himself, his colleagues while working on any equipment;
  • Ensures that there is a Permit to Work (taken by the I&C Engineer) for each job as necessitated by the PP11 Power Plant HSE Procedures put in place;
  • Ensures all necessary precautions are taken by himself and Contractors while undertaking any jobs in PP11 Power Plant;
  • Ensures that all necessary tools are available for the safe working on equipment and that are used during the performance of all jobs in the Plant;
  • Points out any unsafe conditions to the I&C Engineer.

 

Maintenance Task Planning and Execution

  • Completes all Work Orders generated in SAP as directed by the I&C Engineer;
  • Generates reports (mainly log sheets/check sheets) as necessary for the maintenance done;
  • Ensures that maintenance of all I&C equipment is in accordance with OEM Manuals for the equipment;
  • Reviews I&C maintenance procedures and suggests improvements;
  • Works to full potential and ensures that work is of very high quality.

 

 

Equipment Failure Trouble Shooting and Repair

  • Supports reliable and accessible 24-hour call-out functionality;
  • Attempts all possible means of reducing equipment downtime and ensuring high plant availability;
  • Performs trouble shooting activities as necessary along with the I&C Engineer and colleagues to determine failure conditions and rectifies defects found;
  • Records and reports to the I&C Engineer all rectification jobs undertaken;
  • Works with Plant Operations Personnel for resolving problems encountered with mechanical equipment under the guidance of the I&C Engineer.

 

Reporting and Planning

  • Discusses planned and unplanned jobs undertaken with the I&C Engineer;
  • Assists the I&C Engineer in planning daily jobs.

 

Tools

  • Ensures necessary tooling is available at work site during performance of any job;
  • Uses correct tools for each job;
  • Reports loss of tools or damage to any tools to the I&C Engineer;
  • Informs the I&C Engineer of any requirements for tools;
  • Ensures tools are in good working order.

In 2006, HPC was sold by the Government of Bahrain, via public tender to a consortium of International Power plc, GDF SUEZ Energy International and Sumitomo Corporation. HPC is amongst the largest independent water and power projects in Bahrain, providing approximately 30% and 40% of the Kingdom’s current power and water supply respectively. The entire power and water output of HPC is contracted until 2027 under a Power and Water Purchase Agreement with the Electricity and Water Authority of Bahrain. HPC is 40% owned by Malakoff, 30% by International Power and 30% by Sumitomo.

 

Area of Responsibility         

 

The Production Director is responsible to develop and manage the O&M process so as to maintain the assets HSE and availability. Assure that the site is organized to meet his production objectives, rated output and efficiency, maintenance needs, and legal and environmental constraints.

The Production Director will report to the CEO of the HPC Company and to the Chief Operating Officer - GCC (UAE, Oman, Bahrain, Kuwait, Qatar). Principal Functions              

 

Develop, manage and administer operations and maintenance, thus in order to:  

 

•             Assure competitiveness of the power station in terms of availability, marginal costs and technical characteristics,

•             Meet operational results of the Company in line with dispatching defined by the Grid Authority.

•             Ensure timely data collection for plant performance and optimization as well as invoicing.

•             Manage and administer fuel supply agreement.

The role will be accountable to the General Manager Business Development and the role can be worked flexibly between home and our new Southbank office.  Occasional travel to project sites may be required.

  • Being accountable for the progress and status of project development(s) in the portfolio
  • Applying sound project management expertise to ensure schedules, budget and risk are documented and controlled appropriately
  • Managing internal and external resources (including consultants) to support development

Engie AMEA Flexible Generation & Supply is engaging in the retrofit of one of its operating power and desalination asset in the UAE. The site is located about 250 km West of Abu Dhabi. The Project will consist of the conversion of the asset into an Open Cycle Power Plant in view of a new Power Purchase Agreement of 15 years. The Project works will be carried-out by multiple Contractors and the plant Operator. The plant will provide flexible reserve capacity, as required in support of the country’s move towards zero carbon emissions. The Project is expected to achieve financial by end 2024 and reach commercial operations by June 2026.

 

In agreement with its partners, ENGIE will appoint the Construction Director to the Project. The Construction Director will report to the Project Company’s Executive Managing Director and will manage the Project through its construction until reaching commercial operations. The Construction Director will be responsible and accountable for all aspects and stages of the construction of the plant, placing health and safety as top priority. The Construction Director will be based permanently at Site. After Project is completed, ENGIE will assign the Construction Director to another mission to be agreed upon.

 

Purpose of the Job

The Construction Director is responsible for:

  • Delivering the Project, on time, on cost, to the required standards of health safety, environment and quality, to achieve the acceptance tests and deliver reliable operation.
  • Monitoring, coordinating, reporting of the Contractors’ activities at site and during the design review stage with a view to defend the best interest of the Project Company.
  • Directing the Project Company’s construction teams and the Owner’s Engineer team at site.
  • Coordinate the Contractors’ construction activities with the plant Operator and supervise the Operator’s Project related decommissioning, plant modification and rehabilitation works.
  • Ensuring a smooth and timely completion of all interface activities/information exchanges with the Project’s stakeholders (in particular, but not limited to water supply and electrical grid).

 

Reporting

As an ENGIE employee, the Construction Director will report to the UAE Asset Manager.

As secondee to the Project, the Construction Director will report to the Executive Managing Director of the Project Company (Owner).

 

Key Accountabilities

  • Leads from the Owner’s side the plant construction activities with the assistance of the Owner’s staff, the Owner’s Engineer and the Operator to ensure that Project is performed properly in terms of quality, schedule, and budget in line with the Construction Contracts and without lost time accidents, severe injuries and/or fatalities.
  • Will ensure Engie HSSE standards and Guidelines are applied and strictly followed. The Construction Director is accountable for HSSE results of the Project.
  • Monitors the Project works at site and liaises with and coordinates the efforts of the Owner’s Engineer, the Contractors, the Operator, the local authorities and the interface parties.
  • Makes sure that the Project will follow the Good Engineering and Constructions Practices, and the best practices for Project Management according to the Project Management Institute guidelines as set up by the ENGIE’s group guidelines by the Industrial Project Oversight & Support team.
  • Timely reports technical variances to the Executive Managing Director and proposes jointly with the Owner’s Engineer mitigation or alternative solutions.
  • Make sure that agreed corrective actions to mitigate the effects of variances are planned and carried out.
  • Will monitor and keep updated when needed the overall schedule of the Project, integrating the Contractors and Operator schedules with the schedule of permits, authorizations, and other contractual obligations and other .
  • Will lead technical meetings with the Contractors and the Operator, water supplier, power off-taker, Environmental and Regulatory Authorities.
  • Will coordinate with the Operator and the Contractors the decommissioning and commissioning activities in relation to the Project.
  • Will prepare with Owner Engineer the Acceptance Test procedure, integrating the Contractors and Operator input; Will coordinate with the Contractors and Operator  the performance of Acceptance Test and issue the notifications and reports as required under Power Purchase Agreement.
  • Will lead design review meeting session and take technical decisions with the support of the Owner’s Engineer.
  • Works with the Project Company’s Health and Safety Officer, to ensure that the Contractors and the Operator implements health and safety and environmental measures on site in accordance with the respective contracts.
  • Under the supervision of the Executive Managing Director, manage the Project contractual/commercial issues and claims.
  • Will analyse request for Change Order received from the Contractors and give recommendations to Executive Managing Director in that regard.
  • Will handle technical issues which may occur during the Project execution with the support of the Owner’s Engineer.
  • Will supervise the Owner’s Project team and and Owner’s Engineer team and assess their performance.
  • Will interact with the Lenders Engineer, Construction and Operational Insurance advisers.
  • Will issue Project Weekly Progress Report, Monthly Progress Report and Quarterly Report for the Project Company.
  • Will manage all daily interfaces between the Plant and the relevant stakeholders (Off-taker, Load Dispatch Centre, local authorities, fire brigade, power supplier, Environmental Authorities as applicable).
  • Will host various visitors at the site (Shareholders, Authorities, etc.).

Degree / Experience
