Position/Department Summary:

Technical Support (TS) provides engineering and technical support to Operation and Maintenance team at the Marafiq IWPP.

The main activities are the Engineering and Data Management in close coordination with Power Operations, Desalination and Maintenance departments.

Key tasks involve:

  • Supports the process for ensuring that all of the power plant assets within the Marafiq are compliant with engineering policies and all relevant statutory obligations associated with asset.
  • Monitoring and evaluating various relevant parameters to provide accurate information and provide analysis of the performance of the different process in the plant.
  • Preparation and submission of daily, weekly, monthly and any other report required by the business.
  • Assists in the implementation of this process on a cost effective and timely basis in conjunction with all other maintenance and overhaul activities.
  • Supports the management of engineering changes on plant systems, to ensure that they are executed in accordance with relevant Marafiq procedures.
  • Identify and manage asset reliability risks that could adversely affect plant or business operations.
  • Lead the development and implementation of specific engineering work packages in support of these strategies as stand-alone activities or within the overall scope of major projects/overhauls.

 

Functions/ Task:             

Safety at Work

  • Ensures the compliance of IMS. Ensure a safe working environment for himself, his colleagues and contractors while working on any equipment
  • Ensures all  Method Statements Work Instruction and Procedures are followed by himself and Contractors while undertaking any work
  • Reports any unsafe conditions in accordance with procedure
  • Provide technical support for the change control process
  • Carry out audits of compliance of all stakeholders within the Marafiq Team with relevant procedures for systems and implement corrective or improvement measures

Dimensions

  • Track the production losses and abnormally high maintenance cost assets.
  • Find ways to reduce those losses or high costs.
  • In full partnership with the operations and maintenance teams develop plans to eliminate or reduce the     losses using good engineering practices and or RCA techniques.
  • Provides technical support to operations, maintenance management and technical personnel.
  • Has direct responsibility for managing overhauls and projects.
  • Has responsibility for managing project expenditure.
  • Delegated responsibility for the development of asset management strategies for all plant assets within Marafiq to deliver the required performance at minimum through life cost 
  • Indirect responsibility for variable levels of support from other department and external resources

Accountable for Outcomes:
 

  • Manage the day-to-day activities of the assigned tasks to deliver its required objectives and effectively support other Operation and Maintenance team activities as required.
  • To continually liaise with the Engineering, Operations and Maintenance Managers and other relevant stakeholders within the Operations and Maintenance teams to maintain an overview of the work scope items required to be implemented via overhaul and major project events over a broad time horizon.
  • Guides efforts to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls and safety/security systems.
  • Lead the development and maintenance of an integrated planning process for Marafiq, which will effectively deliver these requirements, with the optimum balance of costs from plant downtime, resources and materials.
  • To implement the strategies for asset integrity and statutory compliance of plant systems on a cost effective and timely basis. This will involve close co-ordination with other members of the Engineering, Operations and Maintenance teams to meet objectives via the efficient use of cross team resources
  • Support the development and implementation of appropriate change control processes. Ensure that all changes proposed for plant systems are reviewed and confirmed as consistent with the requirements of asset integrity, statutory compliance, and functionality prior to implementation, and that all appropriate documentation, including revisions to plant data, is produced, disseminated and stored appropriately.
  • Lead the detailed planning and co-ordination of each overhaul/major project event, including work packages being developed and implemented by other stakeholders within the O&M Team. Ensure that all resources (internal and external) and materials will be available as required. Manage the implementation of all activities, and ensure agreed HSE, quality, budgetary, program and resource productivity objectives are met.
  • Take overall responsibility for the management of HSE (with the sole exception of safety from the system) through all stages of planning, co-ordination, and execution of activities. Co-ordinate HSE activities of other stakeholders and provide expert advice and support as necessary. Develop and implement appropriate and documented HSE management systems to ensure compliance with all statutory obligations, delivery of the required standards and continuous improvement. This shall include an effective internal audit regime to ensure compliance with objectives.
  • Support relationship management with key component and overhaul service suppliers. Develop appropriate long term contract strategies to deliver the optimum balance of initial cost, technical risk and commercial liabilities. Ensure that all contracts are implemented in due time to support program objectives for the delivery of key parts (new or refurbished) and services.
  • Provides technical support to operations, maintenance management and technical personnel

 

 

Job Context/Environment:

 

Reporting to the Engineering Manager, the post holder has delegated responsibility for planning and implementing all major project works undertaken by the Marafiq team and achieving the required HSE, technical, budgetary and program objectives.

 

The post holder will have a key role in the management of health and safety, and will need to take a proactive approach to developing appropriate management methods and promoting a positive HSE culture both within the Engineering team and other departments.

Proactive input to the planning processes for engineering, maintenance and operational activities by the post holder will be required in order to achieve the asset integrity objectives with minimum disruption to availability and with efficient use of internal and external resources. 

 

 

Working Relationships

 

The post holder will have working relationships at various levels both with internal and external personnel. Key internal relationships will include: the Operation and Maintenance Managers, the General Manager and all members of the Engineering Team.

As an integral part of this team, the Asset Management Advisor manages a set of assets holistically. Key Responsibilities:

  • Responsible for the Profit & Loss (P&L) for assets under management: Analyze P&L statements to identify key performance drivers and develop action plans to implement to optimize financial outcomes. Build and maintain gross margin assumptions for each asset to support annual business planning, business interruption insurance, and internal forecasting. Oversee and manage operational budgets, ensuring cost-effectiveness and alignment with the company’s financial objectives. Collaborate with ENGIE Trading / Energy Management teams to define and provide a risk mandate for daily market bidding activities. Optimize financial performance of assets through strategic oversight and data-driven decision-making. Identify and pursue commercial opportunities to enhance value creation and overall asset profitability
  • Contract Management: Oversee all contract negotiations, invoicing, and payments, including managing (Power Purchase Agreements (PPA’s), relationship management, Asset Management Agreements (AMAs) and Operations & Maintenance Agreements (OMAs), Equipment purchase and Long-Term Service Agreements (LTSA’s), and Landowner payment management
  • Operations & Maintenance Planning: Monitor asset KPIs to drive operational improvements and align maintenance schedules with operational and commercial goals
  • ISO & Regulatory Coordination: Responsible for leading on ISO protocols, regulation, and market fundamentals, and engaging subject matter experts as required
