JOB PURPOSE:
The QSHE Officer (Quality, Safety, Health and Environment) works under the leadership of the company’s senior professionals and develops, improves and implements policies and procedures for monitoring all QSHE related aspects of the company’s operations. The officer also provides trainings to various employees, develops routine QSHE regulatory documents and assists the company's personnel with corporate projects.
KEY RESPONSIBILITIES:
• To ensure all activities relating to safety, environment in the company work well and avoid risk of labor accident during working.
• Ensure that all Company EHS policies and practices are proactively implemented and supported; - Responsible for overall Safety & Environment matters in related issues within company premise; risk management.
• Identify and evaluate hazardous conditions and practices and develop in line with the organization, EHS control practices and programs. Reports hazards, unsafe acts or conditions or any EHS concerns to direct Manager. Carry out daily safety checks, notify immediately risk hazardous, give recommend and correct it.
• Maintain, develop, perform and measure results of training for staff relating to Environment, Health and Safety.
• Keep tracking calibration certificates and high risk equipment permit; - Develop and implement Health, Safety & Environment policies and procedures.
• Provide injury/illness reports accurately. Manage injury/illness information database and use information to perform trend analysis on monthly basis.
• Fulfillment of Environment & Safety regulations, internal / external customer requirements.
• Document control (coordinate with departments for consistent review, revision or renew of procedures, processes, flow charts, templates and records).
• Monitor all operation procedures, QA and EHS documents, other critical documents & records; - Coordinate with departments for vendor quality management.
• Perform other job-related duties as assigned.
SKILLS REQUIRED:

  1. JOB PURPOSE

The Health and Safety Supervisor is responsible for providing oversight of health and safety aspects of Biotherm Operations and Maintenance (an ENGIE SA company) wind energy facilities (O&M) activities. They will be responsible for ensuring that the facilities are a healthy and safe place in which to work, that they comply with all Health and Safety legislation, regulation commitments.

This supervisor will ensure a safe working environment and the prevention of any injuries and accidents through the continuous improvement of the Health and Safety Management System, with the intention of striving towards excellence. The position will oversee responsibilities for the Excelsior Wind Energy Facility, and any other site allocated by the company. The position will be based at Excelsior Wind Energy Facility located in Swellendam, Western Cape.

 

 
  1. KEY RESPONSIBILITIES

Health and Safety Culture

  • Drive behavioural change through advising and implementing continuous improvement programs and practices to encourage an exemplary H&S culture
  • Actively engage the entire employees and other stakeholders in order to build a strong H&S culture
  • Create and maintain positive and proactive relations with O&M Contractor, landowners, supervisors and employees
  • Develop educational training material, toolbox talks, etc. to build a continuous positive H&S culture

Facilities H&S Management 

  • Ensure compliance to relevant H&S legislation is monitored through formal and informal H&S inspections and audits of the facilities and systematically capture and timeously close out of any findings
  • Establish facilities H&S objectives, KPIs and targets
  • Oversee and take part in all incident reporting and investigations including accidents, non-conformances and causes of ill-health
  • Verify O&M Contractor HSE documentation and H&S statistics (e.g. lost time frequency rate)
  • Create up-to-date H&S risk register and continually update it
  • Review and approve O&M Contractor RAMS
  • Communicate safe work practices and ensure continuous improvement measures are implemented and maintained
  • Ensure that deviations to safe work practices are captured and facilitate implementation of corrective and preventative measures
  • Provide guidance and direction (e.g. incorporating safety considerations into technical solutions) to the O&M Contractor.
  • Oversee and take part in emergency drill, evaluations and ensure that the emergency response plan and equipment is in place and that the equipment is inspected regularly

Health and Safety Management System and Reporting

  • Collect and collate all H&S statistics as required for the incorporation into BOM’s internal performance reporting
  • Verify trend analyses on Health and Safety statistics and propose measures to manage high risk activities
  • Contribute to HSE reports and presentations to HS Manager
  • Ensures that there is open communication regarding H&S performance and monitoring at the facilities
  • Raise suggestions for improvement of workplace H&S
  • Keep management team updated on H&S performance, provide H&S advice to BOM’ management wherever there is opportunity to improve H&S performance
  • Ensure the effective implementation of iAuditor software on both Facilities.
  • Ensure all correct information is made available for EXCO Reporting, Quarterly Reporting, bi Annual Reporting as well as Annual Reporting.

Audits and meetings

  • Conduct inspections, internal audits and facilitate third party audits by providing on facilities information as required, to meet audit objectives
  • Accompany Authorities (e.g. Department of Labor) and provides necessary information as required to ensure compliance to relevant H&S legislation and permits
  • Conduct regular H&S meetings with the O&M Contractor to communicate any H&S risks and/or concerns
  • Actively participate in the Management/ leadership visits and encourage management to fully engage employees regarding their H&S expectations and requirements

Permits and other Legal Requirements

  • Ensure that all required permits are in place and up to date to meet legislative obligations
  • Maintain valid HSE appointments on facilities in compliance with Occupational Health and Safety Act
  • Allocate personal protective equipment (PPE) and maintenance of distribution records to ensure that employees have the necessary PPE to conduct their tasks
  • Work with the O&M Contractor’s H&S Officer to ensure that the facilities H&S plans and files is kept up to date.
  • Ensure the O&M Contractor abides by employment law regarding working conditions and health and safety, including ensuring that employees stay within the legal amount of overtime.

  1. JOB PURPOSE

 

The candidate will be responsible  to  plan, lead, manage and execute on all business operations and projects.

To be able to provide strategic background and skill, whilst ensuring we execute audits, investigations, Incident management within the bounds of the HSE Team

Compliance and Reporting:

 

  • Support business in the HSE Policy and Guidelines issue.
  • Supports  Organization roles and responsibilities definition, for what concerns safety aspects.
  • Apply & monitor HSE Management System standard issue.
  • Ensures, in accordance with the Corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems.
  • Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives.
  • Provides for motivation and familiarization of all Company personnel respecting the importance of complying with Company system procedures and all Safety equipment provided.
  • Assists the Commercial, Engineering and Operations Department in their dealings with Clients in all issues concerned with Health and Safety at work.

  1. QUALIFICATIONS, EXPERIENCE AND SKILLS:

Essential Qualifications:

  • Diploma: Safety Management or equivalent
  • SAMTRAC or equivalent
  • ISO 45001, ISO 14001, ISO 9001 certificates are advantageous
  • Incident Investigation and Audit
  • NOTE: registered with the SACPCMP as a Pr. CHSM

 

Experience, Knowledge and Skills:

  • 5-10 Years work experience in construction or production environment;

Renewable experience (Wind and Solar is advantageous)

Key Responsibilities

HSE Strategy :

  • Define the HSE strategy and management framework within the region, considering key business opportunities and threats related to HSE.

  • Manage HSE training and competency programs to align with Group and AMEA requirements.

Expected Outcomes :

 

  • Ensure HSE performance reporting for all entities.
  • Support the implementation of the AMEA operational excellence program.
  • Review risk assessments conducted by entities and monitor the progress of associated major risk action plans.
  • Develop HSE initiatives aligned with the strategy and risks.
  • Advise entities on HSE objectives and action plans.
  • Conduct evaluations, including peer reviews, audits, gap assessments, and due diligence.

  • Provide guidance on ISO 14001, 31001, and 45001 certification implementation.
  • Support entities with health, safety and environmental reporting in the ENGIE tools (EARTH).

 

Governance :

 

  • Member of the ENGIE North Africa Executive Committee.
  • Reports to the MD Generation Africa, with direct contact with the country manager Morocco as needed.

Profile:

  • Master’s degree in HSE or equivalent.
  • Professional registration with HSE organizations.
  • Internationally recognized qualification in occupational health and safety.
  • Professional certification in security (civil, military, police) or relevant experience.
  • At least 10 years of experience in plant operations, construction, or HSE management in an industrial environment.
  • Strong technical understanding in:
    • Wind,Solar and thermal power plants & desalination units.

Purpose of the Role

 

The Health & Safety, Physical Security, and Crisis Management Officer (H&SO) position is crucial to supporting ENGIE’s growth ambitions within UK businesses. This role involves effectively steering the Company's health, safety, and security responsibilities during this period of transformation. It requires both industry expertise and a practical approach to guide ENGIE UK coherently in a fast-changing business environment.

 

Key Responsibilities

 

Country/ Offices Health and Safety Coordination:

  • Supports Country Manager to coordinate H&S actions throughout the country and to share regularly H&S events and country H&S data and reporting (through Country management committees or dedicated monthly or bimonthly H&S committees in country)
  • Supports Group H&S Function line to relay and implement transversally H&S practices through its country (transverse processes, Group H&S policies, rules and supporting processes, mandatory trainings, communication campaigns and material…) and to ensure adaptation to country specificities (language translations, regulatory requirements or constraints, cultural considerations …)
  • Engie One Safety Culture transformation plan deployment and compliance oversight within the country, with the support of the responsible H&S network and GBU heads in the country.
  • Provides input to the country level H&S strategy of the different GBUs to look for synergies between GBU’s and to implement a consolidated and consistent Group approach at country level in line with H&S Corporate guidance, legal obligations and best practice.

 

Offices Health and Safety Coordination:

 

  • Set up and coordination of a H&S champion office community
  • Office H&S RACI matrix is cascaded effectively across all offices and responsibilities clearly understood and applied
  • Ensuring that office emergency procedures are in place with a clear communication and response plan
  • Ensuring a crisis response plan that supports business continuity, including incident reporting and management plan is in place and effective in all offices
  • Ensuring signage and safety information, fire safety arrangements, emergency preparedness, health and wellbeing requirements are in place and required evidence and records are kept.
  • Ensuring adequate coverage for First Aiders and Fire Marshals in all offices
  • Assessing requirements and implementing legal and operational first aid equipment and measures in offices

 

Physical Security:

  • Ensure that the UK business complies with Group requirements regarding physical security, both for assets and individuals (e.g. when undertaking international travel on behalf of the business)
  • Ensure that appropriate physical security arrangements are put in place for any new UK assets in accordance with Group Policy, guidance and local regulatory requirements
  • Review existing controls vs Group Internal Control physical security framework (COR8b)
  • Implement security action plans for UK Country entities , [JC1] in line with recommendations agreed with European Chief Security Manager
  • Support European Chief Security Manager as appropriate, including raising awareness within the UK and rolling out physical security training

 

 

Knowledge, Experience and Qualifications Required

 

 

  • Extensive proven experience of rolling out operations safely and engaging the business in crisis management
  • Experience of building effective relationships/networks across a diverse organisation, communicating at all levels. with the proven ability to simply articulate complex matters.
  • Proven track record in the energy industry, with an understanding of markets organisation
  • Knowledge of the specific UK energy markets advantageous
  • The ideal candidate would have already had experience with transversal management and with interaction with senior stakeholders.
  • Outstanding interpersonal, influencing and listening skills, with the ability to engage at multiple levels to build alliance and co-operation.
