PURPOSE OF THE ROLE

  • Provide procurement support to all South African operational entities across a defined set of categories, assets, owners and O&M companies.
  • Implement the defined short and medium term procurement strategy with all concerned departments.
  • Consolidate the requirements from the entities, consult the market, identify opportunities to implement framework agreements and work closely with entities to place contracts and purchase orders.
  • Execute the sourcing events. Run the full process from start to finish.
  • Identity business synergies between the operating entities.
  • Support assets during the construction phase of the plants.
  • Coordinate entities’ needs by activity in compliance with Category Management and Hub/Entity Procurement organizations, rules and governance.
  • Contribute to achieving the department savings and performance targets.
  • Work closely with the H&S teams at the sites to implement the Engie minimum HSE standards for all sub-contractors.
  • Enforce the Group procurement policy and governance when procuring all goods and services.
  • Support the warehouse stock, inventory, ordering, and replenishment process for the entities in the scope.
  • Ensure good relations with suppliers and vendors and build up a vendor database;
  • Support the implementation and roll out of digital tools for procurement such as the ERP system;
  • Assist with procurement reporting and data collection as and when required.
  • Develop local suppliers and ensure compliance to the Economic Development objectives of the operational entities.

 

KEY RESPONSIBILITIES

 

Help internal clients to formalise / express their needs

  • Assist with and optimising procurement requests.
  • Clarify and challenge the details of these requests.

Ensure the procurement is completed at the best conditions (cost, quality, lead time & payment terms)

Within the framework of the procurement category policy produced for a Group category:

•            Based on requirements, identify the budget and establish tender assessment criteria.

•            Issue RFP’s for tenders / requests for quotation among target suppliers.

In other cases, manage the whole Procurement process:

•            Based on requirements, identify the budget and establish tender assessment criteria and procedure.

•            Scan the market to identify potential suppliers.

•            Roll out the tender process.

•            Identify, analyse, evaluate, execute and document and exception (emergencies and urgencies) to the process with the proper authorisations.

Negotiate the specific terms and conditions with the suppliers.

Finalise the supplier and prepare the contract / purchase order.

 

Ensure proper execution of the contract / purchase order

  • Ensure Purchase orders / contracts are approved according to the Procurement delegation.
  • Assist internal stakeholders to ensure the supplier performs its obligations.
  • Monitor supplier disputes with internal stakeholders.
  • Measure operational and economic performance of the supplier (including CSR).

Co-ordinate with suppliers and internally

  • Interact / co-ordinate the network of PO agents and requestors
  • Implement in the procedures and tools and deploy internally new signed contracts
  • Manage supplier relationships

Reporting and feedback

  • Provide reliable and comprehensive reports and feedback, in order to improve the efficiency of the procurement strategy and supplier performance plan.
  • Contribute to the performance plan.

 

 

QUALIFICATIONS, EXPERIENCE AND SKILLS

Qualification & Experience

  • Bachelor’s degree in procurement or supply chain.
  • 5 years’ functional experience covering procurement, supply chain and logistics.
  • Experience in operational procurement preferably in power plants.
  • CIPS level 4 or higher is preferred.

  • Lead and manage Project Sourcing Process including prepare RFP/tender, evaluate RFP/RFQ for key suppliers (direct) and contractors (M&E, Process, CSA work), perform total cost of ownership analysis and evaluate RFP/tender submission and selection, issuing LOA, coordinating alignment with internal functional departments, tender memo for approval and contracting.
  • Manage regional Capex and Opex vendor/technical database, benchmark and dashboards.
  • Apply database for data analysis, Power BI dashboard and visualization for decision making.
  • Develop and optimize Capex/RFP/Database tools and workflows with SEA engineering team.

Requirements

  • Define the procurement project management plan, strategies and procedures, in order to improve the competitive advantage of the business and up-grade them if necessary

QUALIFICATIONS, EXPERIENCE AND SKILLS

Qualification & Experience

  • Bachelor’s degree in engineering from a reputable university. A Master’s degree is a nice to have.
  • 5-10 years’ operational experience managing EPC and large contractors for industrial projects.
  • Experience in energy related projects is preferred.

 

Technical  Knowledge

 

  • Strongly autonomous, possesses leadership and influential qualities.
  • Highly analytical and capable of leading complex procurement projects.
  • Experience in complex negotiation.
  • Fluent in English.
  • Experience in negotiation of construction contracts (FIDIC or similar).
  • Project Management experience, PMI or equivalent.
  • CIPS level 5 or more is a bonus.
  • Outstanding people leadership/management/ communication skills.

Business Understanding

  • Good understanding of negotiation and construction projects in the Middle East
  • Renewables, desalination, Power Plant knowledge is a plus

Missions

 

The Procurement line with the implementation of the TOM (Target Operating Model) is becoming a Strategic Enabler that supports the GBUs operational excellence by developing an agile, competitive and sustainable Supply Chain with focus on People, digitalization and streamlined organization.

The Category Manager role is key to achieve this ambition and is reinforced/helped by Global Lead Buyers.

Your worldwide perimeter of expertise covers Vehicles, Fuel & Mobility Solutions.

 

As Global Lead Buyer, your main challenges will be:

  • Accelerate the decarbonization of our fleet
  • Identify and implement alternative mobility solutions (Mobility budget)
  • Close work with fleet management teams and preferred suppliers to improve performance and create value

 

The Global Lead Buyer will:

  • Have a global mandate to manage a business/market segment to ensure an optimal economic, operational and CSR performance
  • Is managed by a Category Manager
  • Animate a network of CLBs/Operational Buyers, if any, related to his/her business market
  • Under Category Manager supervision, establish and deploy a transversal procurement strategy for dedicated business/market segment on global geography perimeter and associated policies through involvement in a category team,
  • Ensure the integration of requirements for his/her scope, within the category team and suppliers
  • Lead the application of signed framework contracts and category policies for his/her scope and strengthen subsequent performance (savings, cost reductions, supplier performance, sustainability)

Main core competencies

You have at least 5 years of professional experience and a good expertise in multi-cultural environment.

You have a good knowledge on TCO and TCM related to mobility.

You have international experience in defining and implementing global category procurement strategies.

You have a strong ability to negotiate, lead and convince in an international and multicultural context.

You develop a culture of performance; you know how to propose levers to improve performance and create value.

You are able to quickly identify the needs of your stakeholders thanks to your analytical, synthesis and critical capabilities.

Good communicator, you have very good interpersonal skills with people of different levels and cultures.

You are fluent English - any other language is a plus.

JOUW UITDAGING als Senior Aankoper (M/V/X)

 

  • Je stuurt een team van 4 Purchasing Officers aan die zorgen voor een vlot aankoopproces bij bestellingen van technische componenten van de thermische centrale in  Brugge-Gent-Brussel (B-G-B) en de diensten voor European Maintenance Support (EMS).
  • Je onderhoudt goede contacten met de interne (business) en externe klanten (leveranciers). Je bewaakt het kwaliteitsniveau van het aankoopproces, en volgt dit van dichtbij op.
  • Je begeleidt je teamleden, helpt hen bij hun ontwikkelingen en zorgt voor verbetering van de processen (werkmethodes, procedures, softwaretoepassingen...).
  • Je bent de onderhandelingspartner en aanspreekpunt van de leveranciers en interne stakeholders in het geval van factureringsproblemen en/of geschillen.
  • Je denkt mee over de aankoopstrategie (evaluatie van leveranciers, tender dossiers...) en werkt nauw samen met je collega’s van de andere aankoopdiensten in België endeelt de beste werkwijzen met elkaar.
  • Je rapporteert en ondersteunt de Head of Purchasing België Noord & EMS.

 

JOUW PROFIEL als Senior Aankoper (M/V/X)

 

  • Je hebt een Bachelor of Masterdiploma
  • Je hebt enkele jaren aankoopervaring waardoor je vertrouwd met de aankoopprocessen en systemen (bv. SAP)
  • Je hebt technische achtergrond of werkte in een industriële omgeving
  • Je hebt een eerste ervaring in het aansturen van een team of interesse om erin te groeien.
  • Je communiceert vlot met verschillende partijen (technische en business mensen) en legt graag contacten in het Nederlands en Engels.  
  • Je standplaats is Rodenhuize en bereid om je te verplaatsen naar de andere sites die gelegen zijn in Brussel, Gent & Brugge (ongeveer 2 dagen per week)

Je zal je regelmatig (2 tot 3 dagen per week) naar de sites gelegen in Brussel, Brugge & Gent moeten verplaatsen. Hiervoor krijg je kilometer en/of mobiliteitsvergoeding.

Jouw belangrijkste uitdaging als Senior Buyer (Kerncentrale Doel)

Als Senior Buyer ben je verantwoordelijk voor het vaststellen van business behoeften en het identificeren van opportuniteiten. Je werkt intensief samen met de business en de collega's van het aankoopdepartement, op een efficiënte manier en volledig in overeenstemming met onze  procurement governance.

 

In deze functie speel je een belangrijke rol als stakeholder in het project en streef je ernaar om, rekening houdend met onze bedrijfsbehoeften, de beste waarde te capteren uit de leveranciersmarkt en die te contracteren.

 

Je opereert in een snel evoluerende en veeleisende omgeving, waarbij de aankoopafdeling van ENGIE een cruciale rol speelt door toegevoegde waarde te leveren zowel op financieel als op operationeel vlak, inclusief het beheer van leveranciersrelaties, het beheer van de toeleveringsketen en het risicobeheer.

 

Je plaats van tewerkstelling is hoofdzakelijk Kerncentrale Doel.

 

Jouw dagelijkse werkzaamheden:

  • Je definieert, stelt voor en/of implementeert aankoopstrategieën en actieplannen in samenwerking met de relevante stakeholders voor een capex- of opexproject, of voor een bepaalde aankoopcategorie.
  • Je leidt en coördineert een multifunctioneel team van stakeholders dat het aankoopproject zal uitvoeren.
  • Je bereidt het aanbestedingsproces voor en leidt deze (waaronder potentiële leveranciers identificeren en evalueren, offertes evalueren, de onderhandelingsstrategie bepalen en de contractuele en commerciële onderhandelingen leiden).
  • Je bereidt de nota’s aangaande de aankoopstrategie en aangaande de gunning voor en presenteert deze aan het relevante goedkeuringscomité.
  • Je stelt de desbetreffende raamovereenkomsten of bestellingen op en communiceert met alle relevante belanghebbenden.
  • Je beheert de raamovereenkomsten en volgt de leveranciers en de business op om volledige naleving te garanderen.
  • Je organiseert en neemt deel aan leveranciersevaluaties en definieert actieplannen voor de leveranciers.
  • Je bent bereid om de beste (industriële en aankoop) praktijken te implementeren met specifieke aandacht voor de ENGIE richtlijnen inzake HSE en CSR.
